als versöhnend empfunden werden. Die Meinung Ew. Excellenz sehe ich allerdings erst jetzt deutlich u. hätte danach freilich meinen Entwurf ganz anders fassen müssen. Wenn ich mir aber eine (xx)  Ein= wendung erlauben darf — meine bescheidene Begutachtung hätte ja sonst keinen Zweck — mir scheint, es fehlt der Rede an einer Sanction. Es fehlt die (xx)  Coercition, die im Saal und zu den Fenstern hinaus wirken könnte. Wieder mag dies in den mir unbekannten Theilen der (xx)  Lage begründet sein. Wenn Hoffnung vor= handen ist, dass die czechische Obstruction unter= bleibt oder sich binnen kurzem brechen lässt, so genügt diese milde Rede. Im anderen Falle, da Ew. Excellenz die Regierung ja fortab die Regierung dieser Sprachengesetze sein u. heissen wird, wäre eine stärker betonte Ueber= wälzung der Verantwortung für den (xx)  Stillstand jeder Entwicklung im Reiche vielleicht von Nutzen gewesen. Ich habe mir erlaubt, kleine

However, if I may permit myself an objection—otherwise there would be no point in my modest appraisal—it seems to me that the speech lacks authority. It has no compelling force which could have an effect in the hall and on the outside. This may again be motivated by aspects of the situation which I don't know about. רק עכשיו בעצם אני למד בבירור את דעתך, הוד מעלתך, ועל־כן הייתי צריך לנסח את הטיוטה שלי בצורה שונה לגמרי.

אבל אם מותרת לי הסתייגות אחת – שהרי אחרת אין טעם בחוות דעתי הצנועה – דומני שבנאום חסר משום יסוד של שכר ועונש. חסר בו יסוד הכפייה, שעשוי לפעול את פעולתו בבית עצמו ומעבר לו. שוב, ייתכן שהדבר נעוץ בעניינים שלא כולם ידועים לי. אם עדיין יש תקווה שלא תהיה אוֹבּסטרוּקציה צ׳כית או אם ניתן לשבור אותה בתוך זמן קצר, אז די בנאום המתון הזה.

 וָלא – שהרי הממשלה הווה ותהיה ממשלת חוקי הלשונות הללו – ייתכן שהדגשה יתרה על גלגול האחריות לַשיתוק הגמור של התפתחות הממלכה תוכל להועיל.
