Im gegebenen Moment, der aber (xx) erst noch zu bestimmen ist, dürfte die Lancirung wäre ein Gerücht zu lanciren, dass bei abermaliger Arbeits= unfähigkeit des neugewählten Abgeordneten= hauses ein verfassungsloses Regime, (xx) etwa mit einem General an der Spitze der Executive, kommen dürfte die besten (xx) könnte. Ein solches Gerücht, das man an unverdächtiger Stelle auftauchen liesse, würde die besten Dienste thun. Es würde manchen Versuch der Radicalen lähmen, „weil sie der Reaction in die Hände arbeiten“   F  Für die publicistische Agitation wären auch die sogenannten Fachblätter heranzuziehen. Diese sind mit den wirth= schaftlichen Bedürfnissen ihrer Leser in einer intimeren Fühlung u. können oft wirkungs= voller für eine Wahl plaidiren, als die grossen politischen Blätter, von denen manche durch ihre finanziellen Sünden an Einfluss verloren haben. Möge diese flüchtig hingeworfene erste Anregung vorläufig genügen. Vieles wird noch zu vertiefen u. auszugestalten sein..

Those stumping for the Center Party could operate with the threatening “general” among those of limited intelligence, and with the real danger, the obstructionists, among the more sensible ones. In elections it is more important to be against something or someone than for something or someone.

 

Therefore: fight obstructionism!

ברגע מסוים, שיהיה צורך לקבוע אותו, צריך יהיה להפיץ שמועה שאם שוב יפגין בית־הנבחרים שנבחר מחדש שיתוק, עלול לקום במקומו משטר ללא חוקה, ובראשו יעמוד אולי גנרל. שמועה כזאת, שיפיץ מקור לא־חשוד, יכולה להביא הרבה תועלת. היא עשויה לשתק כל ניסיון של הרדיקלים, "שהרי הם עלולים לסייע לראקציה".

 

אל מול כוחות הדמיון הפרימיטיביים של הבוחרים וההצהרות של התועמלנים, אויב מדומה במערכת בחירות יעיל לא פחות מאויב אמיתי. המדינאים המקצועיים שפרנסתם על הריסתה של אוסטריה זכו להצלחות הודות לשיטה הזאת. 

התועמלנים של המרכז יכולים להשפיע על הפיקחים פחות בעזרת "הגנרל" המאיים, ואילו על הנבונים הם יכולים להשפיע בהציגם את הסכנה האמיתית: האוֹבּסטרוּקציה. בעת בחירות חשוב יותר להיות נגד משהו או נגד מישהו מאשר בעד משהו או מישהו.

ובכן: נגד האוֹבּסטרוּקציה!
