Zorn vor, das Schiedsgericht sei gegen die Souveränetät der Monarchen u. die Unabhängigkeit der Nationen. Ich sagte: dann würden sich zwei Gruppen bilden: „états de l’ar= bitrage“ und outlaw=Staaten. Ob ich das nicht als Schreckgespenst dem deutschen Kaiser zur Kenntniss bringen sollte, via Grossherzog? Bloch sprach mir entschieden zu.   Brief an den Grossherzog. Ew. Königliche Hoheit! Der gute M[iste]r Hechler schrieb mir, dass Ew. Königliche Hoheit mich auf meiner Durchreise wieder gnädigst empfangen wollten, wenn ich … auf durch Karlsruhe kä um meine Berichte über neuere Vorkommnisse in der zion[istischen] Bewegung entgegenzunehmen. Leider erreichten mich M[iste]r Hechlers (xx)  Mittheilungen nicht mehr in Nauheim, sondern erst hier. Ich bitte also um die Gunst, mich auf  nach meiner Rückkehr aus London (xx)  Anfangs Juli in Baden=Baden vorstellen zu dürfen.

Our good Mr. Hechler wrote me that Your Royal Highness would be gracious enough to receive me again when I pass through, in order to receive my reports about more recent developments in the Zionist movement.

 

Unfortunately Mr. Hechler’s information did not reach me at Nauheim, but only here. May I therefore request your kind permission to present myself at Baden-Baden after my return from London at the beginning of July.

 

After all the kindness that Your Royal Highness and His Majesty have shown me I consider it my duty to mention something quite timely today as well. Through a number of friends I have had the opportunity here to find out various things. The prevailing opinion throughout the Peace Conference is hostile to Germany. The German delegate Zorn’s declaration against the Court of Arbitration, which are regarded as much too harsh, have given rise to an idea which I would like to bring to the attention of your Y.R.H. before it is thrown open to public discussion. The idea has emerged to bring about agreement on the principle of a Court of Arbitration if need be even without Germany and other opponents.

 

Then there would be Etats de l’arbitrage, and others—a kind of outlaws under international laws.

אני אמרתי: אם כן, ייווצרו שתי קבוצות: "états de l'arbitrage" ("מדינות של בוררות") ומדינות outlaw (מחוץ לחוק). האין עלי להודיע על כך לקיסר הגרמני, באמצעות הגרוֹסהֶרצוֹג [מבּאדֶן], שמדובר כאן במפלצת מבהילה?
