H.     F Die Gefahr für Deutschland wäre, dass sich auf einer idealen  (xx)  Grundlage der Gerechtigkeit, ohne Hervorhebung irgend einer positiven Streitsache ein Bund schlösse, vielleicht über die jetzigen Allianzen hinweg, und dass Deutschland plötzlich allein ausser= halb stünde, wie Oesterreich seinerzeit (xx) beim deutschen Bund. Und eben, weil keine positive Forderung oder Bestreitung vorliegt, hätte Deutschland keine rechte Handhabe dagegen.

The danger to Germany would be the formation of a confederation, on an idealistic basis of justice and without emphasis on any specific point at issue, possibly cutting across the existing alliances, which would suddenly leave Germany outside, as happened to Austria at the time of the Germanic Confederation. And precisely because there is no specific demand or point of contention, Germany would have no real way of opposing it.

 

I hope it is a case of reckoning without one’s host, and I would be happy if my modest information contributed to the timely averting of a danger to Germany.

 

The day after tomorrow I go to Paris from here. Only if. Y.R.H. of H.I.M. should desire a further report about what I have mentioned above would I stay here a day longer. In that case, mayI request your telegraphic instructions.

הסכנה הצפויה לגרמניה, שעל יסוד אידאליזם של צדק, בלי הבלטת דבר מחלוקת של ממש, תיכרת ברית, אולי מעבר לבריתות הקיימות, וגרמניה תעמוד לפתע לבדה מחוץ לברית הזאת, באוסטריה בזמנה כלפי הברית הגרמנית. ודווקא משום שאין שום תביעה או ערעור של ממש, לא תהיה לגרמניה עילה טובה להתנגד. נקווה שהחשבון נעשה שלא על דעת בעל־הבית ואהיה מאושר אם אכן יש בידי לספק ידיעה צנועה שתמנע בעוד מועד סכנה מגרמניה.
