La proposition Nous ne demandons que la colonisation du La… le   Sandjak d’Akka, avec les domaines de la couronne etc. Pour une charte de colonisation, accordée à la Banque Coloniale Juive de Londres  dans   pour le dit Sandjak d’Akka nous nous engageons au (xx) payement d’une redevance annuelle de 100,000 L[ivres] t[ur]qu[e]s. Sur cette annuité pourra se baser un emprunt que nous procurerons au Gouv[ernemen]t Imp[érial]. Les colons deviendront sujets ottomans. (xx) En dehors de cela nous sommes prêts à fonder une nouvelle banque avec le siège social à Co[n]s[tantino]ple et à Londres pour servir les intérêts financiers de la Turquie. The Proposal.

 

All we ask is to colonize the Sanjak of Acre, along with the crown lands. In return for a charter of colonization, granted to the Jewish Colonial Trust of London for the aforesaid Sanjak of Acre, we pledge ourselves to pay an annual tribute of 100,000 Turk, pds. This annuity could be the basis for a loan which we will procure for the Imp. Govt.

 

The colonists will become Ottoman subjects.

 

In addition, we are ready to found a new bank, with registered offices at Constantinople and London, to serve the financial interests of Turkey.

איננו מבקשים אלא [זכות] התיישבות בסנג׳ק עכו, ובקרקעות הכתר השייכות לו וכו'. בעבור צ׳רטר להתיישבות שיינתן לאוצר התיישבות היהודים בלונדון על סאנג׳ק עכו הנזכר, אנו מתחייבים לשלם תשלום שנתי של 100 אלף לירות טורקיות. על התשלום השנתי הזה אפשר לבסס מִלווה שאנו ניתן לממשלה הקיסרית. המתיישבים יהיו לנתינים עות׳מאנים.

מלבד זאת אנו מוכנים להקים בנק חדש עם משרדים ראשיים בקושטא ובלונדון, כדי לשרת את האינטרסים הפיננסיים של טורקיה.
