[Paris,] 21e Juni 1895 Die Democratie ist ein politischer Unsinn, — der auch nur von einer Menge in der Aufregung einer Revolution beschloßen werden kann. — [Paris,] 22e Juni 1895 Ich muß den Census in die Bildung verle= gen. — Activ Wahl­recht kann so gestuft werden %Lesen und Schreiben für Postu­latabgeordnetenwahl% höhere Studien für Wahl höherer Ab­geordneter etc. So kann ich aus Bildungsgraden Vertretungs­grade machen. — Das passive Wahlrecht ist für die Unte= rn im­mer nur auf der nächsthöheren Stufe des activen Wahl­rechtes. — Gemeinde bestreitet Ausgaben aus di= recten Umlagen %Auto­nomie%. — Beschwerden= gericht zum Schutz Einzelner gegen Ge­meinde. — Für die bei Landversteigerung eingegan= genen Verpflichtun­gen haftet Gemeinde mit Umlagen. — Die Lehranstalten werden in die Provinz= städte gelegt — wie deutsche Universitäten. — Länger als ein Jahr darf man bei einer Cou= leur nicht activ sein. — Studenten haben in der Hauptstadt nichts zu suchen. — Schlafen disqualifizirt den Richter. —

Democracy is political nonsense which can only be decided upon by a mob in the excitement of a revolution.

I must introduce educational considerations into the census. The franchise can be qualified as follows: literacy required to vote for delegates to the Constitutional Assembly, advanced education for the election of higher representatives, etc. Thus I can make levels of representation out of educational levels. To be eligible for election by one level, a candidate must himself hold the franchise of the next higher level.

 

The community defrays expenditures out of direct assessments (autonomy). A grievance court for the protection of individuals against the community.

 

The community is liable through assessments for obligations incurred in the auctioning of land.

 

Institutions of learning will be established in provincial cities, on the pattern of the German universities. A student may not be an active member of a uniformed association for more than one year. Students have no business in the capital city.

עלי להעביר את זכות הבחירה לתחום ההשכלה. כך אפשר לדרג את זכות הבחירה: ידיעת קרוא וכתוב לבחירת נציגים לגופים מייצגים אזוריים, השכלה גבוהה יותר לבחירת נציגים למוסדות גבוהים יותר וכו'. כך אוכל לעשות מִדְרָגות של השכלה דְרָגות של ייצוג. הזכות להיבחר תושתת אפוא על דירוג, מלמטה למעלה.

הרשות המקומית מכסה את הוצאותיה ממיסוי ישיר (אוטונומיה). ערכאה לתלונות להגנת היחיד מפני הרשות המקומית.

הרשות המקומית ערֵבה בהכנסותיה להתחייבויות הנובעות ממכירה פומבית של קרקעות.

מוסדות ההשכלה ייבנו בערי־השדה, כמו האוניברסיטאות בגרמניה. אסור לסטודנט להיות פעיל באגודה של לובשי מדים יותר משנה אחת. אין לסטודנטים כל עסק בעיר הבירה.
