Diese einzelnen gütlichen Expropriationen und

Verstaatlichungen können und müßen ja recht bedeu=

tend werden. — Sie sind nicht der wichtigste Vortheil,

den die Staaten und ihre Angehörigen von der Ju=

denwanderung haben werden. — Der wichtigste Vortheil

ist ein anderer. — Welcher? —

Dachten Sie nicht schon die ganze Zeit: man

kann uns doch nicht mit unserem ganzen Gelde

abziehen lassen. — Jetzt hat man uns doch noch ein

bischen in der Gewalt, und kann uns die Halsbinde

zuweilen enger schnüren. — Da wäre also der wunde

Punkt meines Systems? —

Ich glaube gerade: da ist der stärkste. —

Erstens kann bewegliches Guth in seiner heute wichtigsten

Form von Inhaberpapieren nie als im Lande be=

findlich angesehen werden. — Dem Inhaberpapier ist

nicht mehr beizukommen. — Die Pariser Commune hat es

von unten herauf versucht — wir wissen mit welchem

Erfolg. — Von oben herab denkt ja Niemand daran. —

Zweitens, und das ist die ungeheuere Hauptsache,

Jeder sehen muß, erlösen wir das Weltcreditwesen

von uns. — Denn im Augenblick unseres Abzuges

nationalisiren die Staaten ihren Credit. — Durch

das Börsenmonopol, das sie sich beeilen werden,

uns nachzumachen, bekommen sie das bösartige Spiel

mit dem Staatscredit in die Hand. — Vielleicht wer=

den sie das Geldgeschäft auch ganz verstaatlichen —

man müßte ja sonst befürchten, daß die Culturvöl=

ker sich gerade in unserer Abwesenheit verjuden. —

Wie diese Verstaatlichung durchzuführen ist, wer=

den wir ja zeigen können. — Übergangsformen sind

we shall give it the right of first refusal.

These individual voluntary expropriations and nationalizations can and must be something considerable. Yet they are not the most important benefit which the states and their citizens will derive from the emigration of the Jews. The most important benefit is something else. What?

Have you not been thinking all the time: they certainly cannot let us move away with all our money. After all, at present they still have a bit of power over us and can occasionally tighten the leash. Is this, then, the weak point in my system? I think, on the contrary, that it is the strongest.

In the first place, movable property in its most important current form, shares payable to the bearer, can never be regarded as being in the country. These shares can no longer be got at. The Paris commune tried it from below, and we know with what result. No one tries to do it from above. In the second place—and this is the enormous point which everyone must see— we shall free the world’s credit system of us, for the moment we move out, the states will nationalize their credit. Through the stock-exchange monopoly, which they will hasten to copy from us, they will get control of the pernicious juggling with the state’s credit. Perhaps they will even completely nationalize the money market; otherwise one would have to fear that the civilized peoples will Judaize themselves after we are gone.

We shall be in a position to show how this nationalization can be carried out.

כל ההפקעות וההלאמות הללו בתחום הפרט, הנעשות על בסיס של הסכמה הדדית, מן הסתם ערכן רב למדי. אלא שלא בהן טמון היתרון החשוב ביותר שיפיקו המדינות ונתיניהן מיציאת היהודים. היתרון החשוב ביותר הוא אחר. מהו?

האם לא נתתם את דעתכם לכך במשך כל הזמן ? הרי לא ייתכן שיניחו לנו לצאת עם כל הכסף שלנו. לפי שעה אנו נתונים בידיהן במידה זו או אחרת, וברצונן הן יכולות להדק את עניבת החנק שלצווארנו. האם כאן נקודת התורפה של השיטה שלי?

אני דווקא סבור: כאן הנקודה החזקה ביותר.

ראש לכול, הון נייד, בצורתו הנפוצה ביותר היום — של ניירות ערך, שלעולם אין להתייחס אליו כאל הון הנמצא בארץ. אין לגבור עוד על נייר הערך. הקומונה של פאריס ניסתה לעשות זאת מלמטה למעלה, ואנו יודעים מה היתה הצלחתה. איש לא חושב לעשות זאת מלמעלה למטה. שנית, וזהו הדבר שחשיבותו אדירה וכל אחד חייב להכיר בה, אנו נגאל את מערכת האשראי העולמית מן התלות בנו. כי ברגע שאנו יוצאים, ילאימו המדינות את האשראי. בעזרת המונופול על הבורסה, שחיש מהר יעתיקו אותו מאתנו, המשחק הממאיר הזה עם האשראי הלאומי יעבור לשליטתן. אף ייתכן שילאימו לחלוטין את הסחר בכספים, שאחרת היה אפשר לחשוש חלילה שבהיעדרנו עלולים עמי התרבות להקנות לעצמם תכונות יהודיות מגונות.
