voilà pourquoi je me permets de proposer à V[otre] Excellence] de m’autoriser à publier la lettre du 23 nov[embre] / 6 déc[embre], en supprimant la claure le passage (xx)  qui m’oblige à la tenir secrète, ou bien de me faire parvenir une lettre publiable. Par là   ou tout le monde verrait au moins les intentions excellentes du gouv[ernemen]t Imp[érial] d’aider à résoudre la malheureuse question juive par la grande mesure humanitaire du Sionnisme, et cela produirait un certain effet dans l’opinion publique universelle justement en ce moment-ci. Je suis toujours aux de V.E. en … priant Je prie V[otre] E[xcellence] d’agréer les expressions de ma haute consid[ération] et de mon dévouement Th. that is why I suggest that Y.E. authorize me to make public the letter of November 23/December 6, suppressing the passage which obliges me to keep it secret, or else send me a letter that may be made public.

Thereby everyone would see at least the Imp. govt.’s excellent intentions to help resolve the unfortunate Jewish Question by the great humanitarian measure of Zionism, and that would produce a certain effect on universal public opinion right at this moment.

I beg Y.E. to accept the expression of my great esteem and devotion.

ועל כן אני מציע להוד מעלתך להסמיך אותי לפרסם את המכתב מ־23 בנובמבר / 6 בדצמבר, בהשמטת הפִּסקה המחייבת אותי לשומרו בסוד, או להואיל לשלוח לי מכתב שאפשר לפרסמו.

כך, לכל הפחות, ייווכחו הכול בכוונות המצוינות של הממשלה הקיסרית לעזור לפתור את שאלת־היהודים האומללה באמצעות הדרך ההומניטרית הנשגבת של הציונות, ודבר זה תהיה לו השפעה, דווקא עכשיו, על דעת הקהל העולמית.

אני מבקש, הוד מעלתך, שתקבל את הבעת הוקרתי הנעלה, ואת מסירותי      ת׳ הרצל
