Sire,

j’ai l’honneur de rendre compte à V[otre] M[ajesté] I[mpériale]

de mes démarches depuis ma lettre très respectueuse

du 22 février 902.

Ayant réuni (xx) mes amis en

Conseil (xx) je leur ai fait connaitre les

dispositions magnanimes de V[otre] M[ajesté] I[mpériale] envers les

juifs. (xx) Ils en ont été profondément touchés.

Seulement ils croient comme moi qu’une re=

striction dans la permission de coloniser

nos malheureux en Turquie produirait un

effet désagréable dans l’opinion publique.

Mais de nos délibérations une autre

conclusion est sortie que celle émise dans

ma lettre précitée.

La conclusion est: que nous ne demandons

rien! Puisqu’il s’agit de convaincre avant

tout V[otre] M[ajesté] I[mpériale] et le peuple ottoman de notre

bonne volonté sincère, nous (xx) voulons

faire le premier pas dans la voie

de la confiance qui doit devenir mutu=

elle.

Donc nous ne demandons (xx)

pour le moment aucune concession de

Sire:

I have the honor to give Y.I.M. an accounting of the steps I have taken since my most respectful letter of February 22, 1902.

Having got my friends together for consultation, I informed them of Y.I.M.,s generous disposition toward the Jews. They were deeply touched by this. However, they believe as I do that a restriction on the permission to settle our unfortunates in Turkey would produce a disagreeable effect on public opinion.

But from our deliberations there has emerged a different conclusion from the one expressed in my aforementioned letter.

The conclusion is this: we demand nothing! Since it is a matter above all of convincing Y.I.M. and the Ottoman people of our sincere good-will, we wish to take the first step on the road to confidence which must become mutual.

For the moment, then, we do not demand any concession of general colonization—and we offer our financial services just the same.

יש לי הכבוד לדווח להוד רוממותו הקיסרית על הצעדים שנקטתי מאז מכתבי, שנשלח במלוא יראת הכבוד ב־22 בפברואר 1902.

לאחר שכינסתי את ידידַי להתייעצות הבאתי לידיעתם את כוונותיו רבות החסד של הוד רוממותו הקיסרית כלפי היהודים. הדבר נגע עמוק ללבם. ואולם הם סבורים כמוני, שהגבלה בָּרשות ליישב בטורקיה את האומללים שלנו תעורר תגובה לא־נעימה בדעת הקהל.

ואולם דיונינו הולידו מסקנה אחרת מזו שהובעה במכתבי הנזכר.

המסקנה היא: אין אנו מבקשים דבר! היות שמדובר כאן לפני הכול בשכנוע הוד רוממותו הקיסרית והעם העות׳מאני בכנות רצוננו הטוב, מבקשים אנו לצעוד את הצעד הראשון בנתיב האמון, שמן הראוי שיהיה לאמון הדדי.

לפיכך אין אנו דורשים לפי שעה שום זיכיון להתיישבות באופן כללי, ועם זאת אנו מציעים את שירותינו הפיננסיים.
