Wer gewisse Bedingungen dieser beiden Arten er= füllt hat u. von dem wir daher annehmen zu dürfen glauben, dass er durch seine Bildung oder seinen Wohlstand ein Anhänger der be= stehenden Ordnung geworden ist,

 and I want to begin by making our standpoint clear to you. The Russian state is bound to desire homogeneity of its population. We realize, of course, that we cannot obliterate all differences of creed or language.

 

“For instance, we must concede that the older Scandinavian culture has maintained itself in Finland as something that has become organic. But what we must demand of all the peoples in our Empire, and therefore also of the Jews, is that they take a patriotic view of the Russian state as an actuality. We want to assimilate them, and to this end we have two methods: higher education and economic betterment. Anyone who has fulfilled certain conditions in both these respects and whose education or prosperity, we therefore have reason to believe, has made him loyal to the existing order is given full civil rights.

ואני רוצה תחילה להבהיר לך את עמדתנו. המדינה הרוסית צריכה לשאוף להומוגניות של אוכלוסייתה. אמנם אנו מבינים שלא נוכל לסלק את כל ההבדלים של הדתות ושל הלשונות. אנו חייבים להודות, למשל, שהתרבות הסקנדינווית הישנה יותר תמשיך להתקיים בפינלנד, כי שם היא עניין של מהות.
