Only yesterday I inquired of H.E. M. Sinoviev by letter whether he has already taken any steps on our behalf, using as justification Y.E.’s very confidential communication. I took care to have this letter reach him by a confidential agent.

I must also thank Y.E. for the promised assistance in the matter of the Russian branch of our Jewish Colonial Trust.

This branch must in effect be the financial instrument of the emigration; and if we obtain the territory, the instrument of the emigration must be all ready. At the same time, the members of the board of directors of this branch will be able to serve as representatives of our movement, without which it would be necessary to work out complicated political regulations.

רק אתמול שאלתי את הוד מעלתו מר זינוֹביֶב, במכתב, אם כבר נקט צעד למעננו, תוך שהסתמכתי על ההודעה הסודית מאוד של הוד מעלתך. דאגתי שהמכתב יגיע אליו באמצעות איש־אמונים.

עוד ברצוני להודות להוד מעלתך על העזרה המובטחת בעניין הסניף הרוסי של הבנק הקולוניאלי היהודי [אוצר התיישבות היהודים] שלנו. הסניף הזה צריך להיות בעצם המכשיר הפיננסי להגירה, ואם נקבל את הטריטוריה – המכשיר להגירה צריך שהיה מוכן בזמן. בו בזמן, חברי חבר המנהלים של הסניף הזה יוכלו לשמש נציגים של תנועתנו, בלי שיהיה צורך לנסח תקנות פוליטיות מסובכות.
