Ich gab in meiner gestrigen Rede,

deren Verbreitung wünschenswerth ist,

auch noch eine für die Zukunft

wichtige Anregung:

Es möge an allen Orten, wo Juden

wohnen, ein Nationalfonds durch Samm=

lungen, Spenden etc. angelegt werden.

Der Fonds bleibt überall in der Ver=

waltung derer die ihn aufbrachten,

resp[ektive] bedingt subscribirten. Nur

die Rechnungsausweise sind der

Centralstelle mitzutheilen. Diese

weiss dadurch auf welche Mittel im

Augenblick der Verwirklichung gerechnet

werden kann. Und wir sind nicht

mehr von der Gnade der Hochbank

“You are now getting your first opportunity to demonstrate your effectiveness as the head of a country’s Executive Committee.

“Seek contact with the most influential Orthodox rabbis.

“In my yesterday’s speech, whose dissemination is desirable, I also made a suggestion that is important for the future:

“In all places where Jews reside, a National Fund should be started through collections, donations, etc. The Fund will everywhere remain under the management of those who raised it, or conditionally subscribed to it. Only statements of account are to be given to the central office. This way the latter will know what assets can be counted on the moment our plan is carried out. And we shall no longer be dependent on the good graces of the big bankers.

ואולם אני מבקש ממך לפעול בתבונה ובזהירות, כדי שלא יצוצו עוד סיפורים בוגדניים ומגוחכים כמו זה שב־Dziennik Polski. ניתנת לך עתה שעת הכושר הראשונה להוכיח את יעילותך בתור ראש ועד־פועל־מחוזי.

חפש־נא מגע עם הרבנים האורתודוקסים רבי־ההשפעה.

בנאומי אתמול, שהפצתו ברבים רצויה, עוררתי לעוד עניין שהוא חשוב לעתיד:

בכל המקומות שיהודים גרים בהם תיווסד קרן־לאומית על בסיס של איסוף כספים, תרומות קטנות וכו'. הקרן תישאר בכל מקום בהנהלת התורמים או המבטיחים תרומה על־תנאי. למרכז יודיעו רק על מצב הקופה. כך ידע המרכז אילו אמצעים אפשר להביא בחשבון בשעת המימוש. וכך לא נהיה תלויים עוד בחסדי הבנקים הגדולים.
