In the end we agreed that I should work up a memorandum, and outline what I intended to say at the Congress.

 

Then I asked him for an introduction to Witte (his enemy). This gave him pause.

הרחבתי את הדיבור על שלוש הנקודות שכבר רשמתי בעמודים 5-4 [במחברת המקורית, כלומר בתזכיר מ־9 באוגוסט 1903 המובא לעיל], בעקבות השיחה.

שהרי בכל שלוש הנקודות הסכים אתי בלי היסוס. אשר לסיוע הפיננסי של ההגירה, אמר:

(״אני מסכים בנסיבות אלה הממשלה צריכה לשלם. אבל היא לא תוכל להוציא את הכספים אלא מתוך מסים שייגבו מן היהודים. העשירים יצטרכו לשלם בשביל העניים").

״!C'est une idée excellente״ ("זה רעיון מצוין"), אמרתי.

לבסוף הסכמנו שאנסח תזכיר. ארשום את מה שבכוונתי לומר בקונגרס.

אחר־כך ביקשתי ממנו המלצה אל ויטֶה (אוֹיבוֹ). הוא נרתע.
