Herz kennen gelernt haben, kann einer friedlichen, menschlich wohlwollenden Lösung seine Theilnahme unmöglich versagen. Die von Zeit zu Zeit in Russland ausbrechenden Judenverfolgungen, die zugleich auch den Charakter bedenklicher allgemeiner Ruhe= störungen tragen, würden damit für immer aufhören. Keineswegs würden aus Russland — so wenig wie aus anderen Ländern — alle Juden auswandern, sondern nur ein surplus von Proletariern und Verzweifelten, die sich unterstützt von ihren wohlhabenden Volksgenossen eine neue dauernde Heimat schaffen u. (xx) damit zugleich den Culturbesitz der Civilisation im Orient wesentlich ver= mehren könnten. Mit dieser Vermehrung von Cultur u. Ordnung aber ginge Hand in Hand die Schwächung der Umsturzparteien. Darauf ist besonders nachdrücklich hinzu= weisen, dass wir überall mit den Umstürzlern im Kampfe liegen u. thatsächlich die jungen studirenden Leute sowol wie die jüdischen Arbeiter vom Socialismus u. Nihilismus abwenden, indem wir vor ihnen (xx) ein reineres

The Czar, whom all of us have recently come to recognize as a great heart, cannot possibly refuse to support a peaceful, humanly benevolent solution. This would end once and for all the persecutions of the Jews, which break out in Russia from time to time and at the same time are in the nature of serious disturbances of the general peace.

 

By no means all Jews would emigrate from Russia—no more than they would from other countries—, but only a surplus of proletarians and desperate ones who, supported by their wealthy fellow Jews, would be able to establish a new, permanent home for themselves and at the same time substantially increase the cultural resources of civilization in the Orient. Furthermore, the weakening of the revolutionary parties would go hand in hand with this augmentation of culture and order. Particular emphasis should be given to the fact that we are everywhere engaged in battle with the revolutionaries and are actually turning the young students as well as the Jewish workingmen away from Socialism and Nihilism by unfolding before them a purer national ideal.
