Es fällt mir noch ein: Ich machte auf die

einzelnen Bedenken aufmerksam. Es lägen

eigentlich zwei Formen der Wirksamkeit vor.

Wolle man eine allgemein kundbare Mani=

festation, dann sei natürlich der Empfang

der Deputation das Beste. Wolle man

im Geheimen die Thatsachen vorbereiten,

also gleichsam die „Wirkung in die Ferne“,

so wäre es besser, mich nur hier oder

in Konstantinopel zu empfangen. Ich stünde

selbstverständlich für Beides zur Verfügung.

Eulenburg meinte, die Sache werde ja doch

nicht auf die Dauer verborgen bleiben

können, da es sich um ein Protectorat handle.

Darum hielte er es für das Beste, sofort

mit der Sache demonstrativ herauszu=

rücken. (xx) Die Welt werde sich dann

damit abfinden müssen.

Daran erkannte ich den Preussen. Das

ist die forsche alte grosse Art. Aus dem

Busch! Damit haben sie (xx) Alles

durchgesetzt.

Following Eulenburg’s advice, I only left my card at Bülow’s.

Something else occurs to me: I pointed out various considerations. Actually, I said, there were two forms of effectiveness. If a widely-publicized demonstration is the object, then of course a reception of the deputation would be the best thing. But if it is desired to lay the actual ground-work in secret—thus, “ long-range effectiveness,” as it were—then it would be better merely to receive me here or in Constantinople. I was, of course, at their disposal in either case.

Eulenburg said that since a protectorate was involved, the matter could not remain concealed for very long.

Therefore he thought it best to come right out with it, immediately and demonstratively. The world would then have to come to terms with it.

Here I recognized the Prussian. This is the forthright grand old style. Open and above-board! This way they have accomplished everything.

עוד אני נזכר: הערתי על פרטים עדינים שצריך לתת עליהם את הדעת. קיימות בעצם שתי דרכי פעולה. אם רוצים מעשה מופגן וגלוי, מובן שקבלת המשלחת היא הדבר הטוב ביותר. לעומת זאת, אם רוצים להכין את העובדות בחשאי, כלומר בו־זמנית "לפעול עם המבט אל העתיד", מוטב שיקבלו אותי רק כאן או בקושטא. שתי האפשרויות טובות בעיני.

אוֹילֶנבּוּרג אמר שהעניין מן הסתם לא יוכל להישאר חשאי לאורך זמן, שהרי מדובר בפּרוֹטֶקטוֹרַט.

על־כן הוא סבור שמוטב להוציא את העניין מיד לפומבי, ובמופגן. כך, באין ברֵרה, יוכל העולם להסתגל לכך.

זה מעיד על הפּרוּסי שבו. זה הנוסח הישן, הנועז, הנמרץ. הוא מגיח לפתע מן הסבך! בדרך זו השיגו כל מה שרצו.
