I was to give a precise answer to the question whether it was possible to carry out the operation on a basis of 30 millions of new bonds. I replied in the affirmative on July 16. There was not time to work out a new plan, which, besides, would probably have taken weeks for the Imp. govt. to study.

Under these conditions we simply took the Rouvier plan, thus keeping the advantages that the Imp. govt. sees in it, and we topped it by offering to pay for the new obligations in excess of 30 million pounds up to 32 millions at the rate of 80 percent. Thus Y.I.M.’s wish was carried out, and the burden of debt which would devolve upon the Imp. govt. in place of the existing debt would in effect be no more than 30 millions even if a nominal issue of 32 millions became necessary.

היה עלי להשיב תשובה מדויקת על השאלה אם אפשר לבצע את העניין על בסיס של שלושים מיליון איגרות חוב חדשות. ב־16 ביולי השבתי על כך בחיוב. לא היה די זמן לעבד תוכנית חדשה, שממילא היו נדרשים כמה שבועות לממשלה הקיסרית כדי ללמוד אותה.

בנסיבות הללו פשוט לקחנו את תוכנית רוּביֶה, שמרנו על היתרונות שהממשלה הקיסרית הכירה בהם, והשלמנו אותה בכך שהצענו לשלם בעבור איגרות החוב החדשות החורגות משלושים מיליון הלירות ועד 32 מיליון מחיר של 80 אחוז מן המחיר הנקוב. בכך ענינו על רצונו של הוד רוממותו הקיסרית, והעלות שתיפול על הממשלה הקיסרית בעבור החוב הנוכחי לא תהיה אלא שלושים מיליון בפועל, גם אם יהיה צורך בהנפקה נומינלית של 32 מיליון.
