Si V[otre] M[ajesté] I[mpériale] ne croit pas devoir

entrer dans ces vues, je demanderais

la permission de partir demain

matin, car mes occupations multiples

After reflection I have found only one thing that might perhaps smooth the difficulties. I most humbly submit it to Y.I.M.’s judgment. If colonization without restriction were accorded us, I would persuade my friends to found a great Turkish bank with its central office at Constantinople and branches in all the important cities of the Empire. This bank, whose governing board would be composed exclusively of Moslems and Jews, would be charged with the modern organization of credit in the Ottoman countries. Thus it would be proved to all that the coming of the Jews would be an advantage, a piece of luck for the interests of the entire country.

If Y.I.M. does not believe it necessary to go into this proposal, I should like to ask permission to leave tomorrow morning, for my many activities make a long absence extremely difficult for me.

בשיקולַי לא מצאתי אלא אמצעי אחד שיוכל להחליק על פני הקשיים. אני מגיש אותו בהכנעה לחוות דעתו של הוד רוממותו הקיסרית. אם תוענק לנו זכות ההתיישבות בלי הגבלה, אניע את ידידַי לייסד בנק עות׳מאני גדול שמושבו יהיה בקושטא ויהיו לו סניפים בכל הערים החשובות של הקיסרות. על הבנק הזה, שחבר המנהלים שלו יהיה מורכב רק ממוסלמים ומיהודים, יוטל לארגן באורח מודרני את האשראי בארצות העות׳מאניות. כך יוכח לכול שכניסתם של היהודים היא יתרון של ממש, סיכוי לממלכה כולה.

אם לא יראה הוד רוממותו הקיסרית צורך לדון ברעיונות הללו, אבקש רשות לעזוב מחר בבוקר, באשר עיסוקי הרבים מקשים עלי מאוד להיעדר לזמן ארוך.
