You can see how naturally all these groups fall into place. A Local Group will have a Rabbi as its nucleus; there will be as many such groups as there are Rabbis. The Rabbis will be the first to understand us and become enthusiastic over our cause, and they will impart their enthusiasm to the others from their pulpits. Imagine with what fervor our old saying “Next year in the Promised Land!” will be spoken henceforth. There is no need to call any special assemblies with a lot of blather. This propaganda will be included in the religious service, and properly so. We recognize our historic identity only by the faith of our fathers, because we have long since inextinguishably absorbed the languages of various nationalities. I shall return to this point later when I speak of the Constitution of our State.
The Rabbis will then regularly receive the advices of the Society and announce and interpret them to their congregations. Israel will pray for us and for itself.
The Local Groups will appoint small committees of representatives under the chairmanship of the Rabbis. These committees will discuss and decide all practical issues in accordance with local needs. What will be done with the charitable institutions I shall explain later.
The Local Groups will elect their representatives who will go across with the pioneer ship in order to select sites for towns. In all our activities we shall aim at a gentle transplantation, and the preservation of all legitimate claims.
עיניכם הרואות, עד כמה הכול מסתדר חד וחלק. הקבוצה המקומית נבנית מסביב לרב. כמספר הרבנים מספר הקבוצות המקומיות. הרבנים אף יהיו הראשונים שיבינו אותנו, הראשונים שיידלקו לעניין ומן הדוכן ילהיבו את הציבור. צאו וחשבו באיזה להט תיאמר מעתה אמרתנו העתיקה "לשנה הבאה בארץ המובטחת". אין צורך לכנס אסֵפות מיוחדות לשם פטפוטי סרק. הדברים ישולבו בסדרי התפילה. וכך צריך שיהיה. השתייכותנו זה לזה מבחינה היסטורית מבוססת על אמונת אבותינו בלבד, שכן זמן רב עבר מאז הקנינו לעצמנו לצמיתות את לשונותיהן של אומות שונות. אשוב לזה אחר־כך, כשאדון בחוקה של המדינה.
הרבנים אכן יקבלו בסדירות את ההודעות של ה־Society, יפיצו אותן בקרב קהילותיהם ויסבירו את תוכנן. [בית] ישראל יתפלל למעננו, למען עצמו.
הקבוצות המקומיות יקימו ועדות־נאמנים קטנות בראשות הרב. בהן ידונו ויחליטו בכל העניינים המעשיים על־פי צורכי המקום. על גורלם של מוסדות הצדקה ידובר בהמשך.
הקבוצות המקומיות אף יבחרו את הצירים שיצאו לשָם באוניית־החלוץ־לקבלת־הארץ לשם בחירת מקום להתיישבות. בַּכּוֹל יוקפד על עקירה ושתילה מחדש בלא פגיעה, הכוונה היא לשַמֵר את כל הראוי שיישָמֵר.
