In a comparable manner, we shall control alcoholism among our unskilled laborers by means of the truck system. Let me here mention the fact that we shall also establish a liquor monopoly. In addition to the profits on the manufacture, this will give us a large number of small retail outlets for pensioners and widows. Small outlets, I say, because as a rule our people are not drinkers. They are not, at present, but physical labor might make them drink; a state must take preventive measures. And this is the place to speak of the tobacco monopoly, the last form of indirect taxation for the time being. If at a later date we need more and bigger sources of revenue, this will have been caused by our needs, i.e., our standard of living. But once we are established we can find whatever forces are required.
The tobacco monopoly has several points in its favor: most Jews are familiar with it from their present locations; it enables us to exact bigger amounts from bigger consumers; it gives us any number of small pensions in the form of tobacco-shops. The last-named will at the same time be the exclusive vending places for newspapers; there they will be available to the public, and to the government, if need be.
This is all I have to say about the stock-exchange monopoly. Of all the fine institutions which we shall create over there, this will probably be the first to be copied by Europe.
Right now, of course, it would be a tremendous hardship if we were barred from the stock-exchanges.
באותו אופן נחזיק בשליטתנו את יצר השתיינות של ה־unskilleds (הלא־מקצועיים) בשיטה של ה־Truck system. אזכיר כאן מיד שננהיג גם מונופול על משקאות חריפים. זה יעמיד לרשותנו, נוסף על הכנסות מן הייצור, גם הרבה חנויות קטנות להחכרה לפנסיונרים ולאלמנות. קטנות אני אומר, שהרי אנשינו, ככלל, אינם שתיינים. לפי שעה לא, אבל העבודה הגופנית עלולה להביא אותם לכך: מדינה חייבת בנקיטת אמצעי מניעה. וכאן המקום לדבר גם על המיסוי העקיף, האחרון לפי שעה, המונופול על הטבק. אם נזדקק לאחר זמן לעוד מקורות הכנסה, וגדולים יותר, יהיה זה רק כתוצאה מצרכינו, כלומר מקיומנו. בקיום מוצאים את כל הכוחות הנחוצים.
המונופול על הטבק מומלץ באשר הוא מוכר ליהודים רבים במקומות יישוביהם, באשר הוא מאפשר גביית תשלום גבוה על צריכה גבוהה ומשום שהוא מספק לנו מספר רב מאוד של פנסיות קטנות, באמצעות קיוסקים למכירה. אלה משמשים גם סוכנויות בלעדיות למכירת עיתונים, ושם הציבור מוצא אותם על נקלה וכן, בשעת הצורך, גם השלטונות.
אני מסיים עתה את ההרהורים באשר למונופול הבורסה. מכל ההסדרים היפים שניצור שָם זה יהיה מן הסתם הראשון שאירופה תעתיק מאתנו.
לעת הזאת תהיה זו גזֵרה קשה אם יחליטו לסגור בפנינו את הבורסה.
