Ceux qui veulent épuiser la Turquie par

des emprunts usuriers (xx) sont également

les adversaires (xx) de notre projet. Car le

gouvernement de S[a] M[ajesté] recouvrirait la

disposition des ressources du Pays, et ce

serait un pays reflorissant.

Ce ne sont pas (xx) de vaines paroles

et S[a] M[ajesté] le Sultan aura le moyen de s’en convaincre,

s’il nous fait l’honneur de nous envoyer

un délégué au Congrès Sioniste qui aura

lieu à Munich le 25, 26 et 27 août 1897.

(xx) Le délégué de S[a] M[ajesté] pourrait

(xx) assister à toutes nos

délibérations et par cela déjà nous

(xx) voudrions donner une preuve éclatante

(xx) de soumission. (xx)

Mais — et il faut appuyer sur ce point =

mais nous ne voulons pas faire immig=

rer nos gens en Paléstine, avant d’avoir

(xx) mené à fin l’arrangement avec le

gouvernement turc.

Il est vrai, que vous … nos gens sont malheu=

reux dans différents pays, mais tout de même nous

ne voulons pas échanger les conditions actuelles

Those who wish to bleed Turkey white by means of usurious loans are equally the enemies of our project. For the government of H. M. would regain control of the country’s resources; and that country would be a resurgent one.

These are not empty words, and H. M. the Sultan will have an opportunity to be convinced of that if he will do us the honor of sending a delegate to the Zionist Congress which will take place in Munich on August 25, 26, and 27, 1897.

H.M.’s delegate could attend all of our deliberations, and by this alone we would be willing to give him a striking proof of compliance.

But—and this point must be stressed—we do not wish to have our people immigrate into Palestine without first completing the arrangement with the Turkish government.

It is true that our people are miserable in various countries, but just the same we do not wish to exchange the present condition of unhappines for uncertainty.

אלה הרוצים בהחלשתה ובהיעלמותה של האימפריה העות׳מאנית הם האויבים המושבעים במעט או בהרבה של תוכניתנו, קל להבין זאת.

אלה הרוצים להתיש את טורקיה על־ידי מִלוות בריבית קצוצה, אף הם אויבי תוכניתנו. שכן [באמצעות תוכניתנו] ממשלת הוד רוממותו תשוב לשלוט במשאבי הארץ, והארץ תשוב ותשגשג.

אין אלה מלים ריקות מתוכן, והוד רוממותו יוכל להיווכח בכך, אם יכבד אותנו וישגר שליח אל הקונגרס הציוני שיהיה במינכן ב־25, 26 ו־27 באוגוסט 1897. השליח של הוד רוממותו יוכל להיות נוכח בכל דיונינו, ובזה בלבד אנו מוכיחים במובהק את מסירותנו.

ואולם — ואת זאת צריך להדגיש — אין אנחנו רוצים שאנשינו יהגרו לארץ־ישראל קודם שנשלים את ההסדר עם הממשלה הטורקית.

נכון שבכמה ארצות אנשינו הם אומללים, אך עם זאת אין אנו רוצים להמיר את התנאים הקיימים של האומללים שלנו באי־ודאויות.
