einen deutschen Souverän gewiss Aufmerk=

samkeit erregt hätte. Dann war ich einige Zeit unruhig unterwegs. So (xx) kann ich

erst jetzt dazu der gütigen Aufforderung

entsprechen, meinen Bericht über die Judensache schriftlich

zu erstatten.

Ich war in Konstantinopel und habe

dort das Terrain sondirt. S[eine] M[ajestät] der Sultan

nahm meinen Plan zu Vorschlag zur Kennt=

niss, und wenn und wenn er (xx) sich auch auf das

Bestimmteste gegen die Ueberlassung Paläs=

tinas als eines unabhängigen Staates an

die Juden aussprach, so entmuthigte er

mich doch nicht vollständig. Ja, er zeich=

nete mich sogar auf verschiedene Weise

aus, und es wurde mir indirect angedeutet, dass

die Sache sich (xx) vielleicht machen

liesse, wenn die richtige Form gefunden

I did not want to write from France, because the post offices there are suspected of prying, and a letter to a German sovereign would surely have attracted attention. Then, too, I was traveling about restlessly for some time. That is why I can only now comply with your kind invitation to give you my report on the Jewish cause in writing.

I have been to Constantinople and explored the ground there. H.M. the Sultan took cognizance of my proposal, and even though he spoke out in no uncertain terms against the cession of Palestine to the Jews as an independent state, he still did not discourage me completely. In fact, he even treated me with distinction in various ways, and it was indicated to me indirectly that the transaction could perhaps be made if the proper formula were found.

Then the idea was proposed from the Sultan's circle to permit the Jews to establish a vassal state in Palestine.

לא רציתי לכתוב מצרפת באשר הדואר שם חשוד בסקרנות, ומכתב אל שליט גרמני היה מעורר מן הסתם תשומת לב. ואילו אחר־כך הייתי כמה זמן בדרך, חסר־מנוחה. בשל כך רק עכשיו יכול אני להיענות לפנייה האדיבה כל־כך שאגיש בכתב את הדוח שלי על עניין־היהודים.

הייתי בקושטא וסרקתי את השטח שם. הוד רוממותו הסולטאן רשם לפניו את הצעתי, והגם שהתבטא נחרצות נגד מסירתה של ארץ־ישראל ליהודים כארץ עצמאית, בכל זאת לא ריפה את ידי לחלוטין. אכן, הוא אף כיבד אותי בכל מיני כיבודים, ובעקיפין נרמז לי שאולי העניין אפשרי, אם תימצא הצורה הנאותה.

מחוג המקורבים של הסולטאן יצא הרעיון לאפשר ליהודים להקים מדינה ואסאלית בארץ־ישראל.
