הידיעה ששלחת לי באמצעות סֶר אֶריק בֶּרינגטוֹן על הצעת החוק בעניין יק״א.

אני סבור שצריך להיות ברור שבכסף של קרן הירש לא ישתמשו להחזיק יהודים ברוסיה וכו׳ באמתלה של הכשרתם להתיישבות במקומות אחרים. הרעיון של הירש היה להוציא את האנשים, ואין להשתמש בכסף להחזיק אותם שם [ברוסיה]. לעומת זאת, הכישלון של המושבות בארגנטינה מראה בבירור שיצירת מושבות קטנות שאין בהן ולא היתה בהן משום משיכה, איננה הדרך להוציאם. הדבר יכול להיעשות על־ידי תוכניות נרחבות וגדולות, המכירות ברגש הלאומי
