You are at liberty to hold this letter and show it to anyone whom it may concern, and I am prepared both in my individual capacity or as Chairman of the Executive Committee to replace it at any time that it may be necessary by a proper legal document. למקרה שתתעורר שאלה כלשהי, אני כותב את הדברים האלה כדי לומר שמובן מאליו שבעניין המשא ומתן וכל מה שקשור להתיישבות המוצעת בחצי־האי סיני, יש לך מלוא הסמכות לפעול ולסכם בשמי שלי וכן בשמו של הוועד־הפועל של התנועה הציונית שאני היושב־ראש שלו. אתה זכאי להחזיק במכתב הזה ולהראותו לכל הנוגע בדבר, ואני אהיה מוכן, הן אישית והן בתור יושב ראש הוועד־הפועל, להחליפו בעת הצורך במסמך משפטי מתאים.
