Cette compagnie payerait au Trésor Impérial Ottoman une redevance annuelle à fixer (xx) qui tiendrait lieu des impôts. La compagnie recouvrirait cette redevance

The Imperial government’s assistance would consist in the following:

The problem is to obtain a charter to colonize Palestine with the exception of the Holy Places. The country would remain under the suzerainty of H.I.M. the Sultan. The administration would be managed by the Colonization Company to be set up with sufficient capital by the Zionists. This company would pay annually to the Imperial Ottoman Treasury a contribution to be decided upon, which would take the place of taxes.

 

The company would recover this contribution like its other expenses

והנענית בכך הן לצורכי המדינה הרוסית והן לצרכים של העם היהודי, סבורה שיהיה זה מועיל לסייע לתנועה הציונית, ששאיפותיה הלויאליות זכו להכרה.

הסיוע של הממשלה הקיסרית יתבטא:


1. בהשתדלות תקיפה אצל הוד רוממותו הקיסרית הסולטאן. 

מדובר בהשגת צ׳רטר להתיישבות בשביל ארץ־ישראל, להוציא המקומות הקדושים. הארץ תיוותר תחת הסוּזֶרֶניות של הוד רוממותו הקיסרית הסולטאן. את העניינים תנהל חברת־התיישבות בעלת הון מספיק שייסדו הציונים. החברה הזאת תשלם לאוצר הקיסרי העות׳מאני סכום שנתי שייקבע, שיבוא במקום היטלי מס.

החברה תכסה את הסכום הזה וכן הוצאות אחרות
