The basis of that arrangement would have been a concession for colonization granted to the Zionist Organization of which I am the leader.

To my great regret we were not able to reach an agreement. But in dismissing me H.I.M. deigned to express his gracious disposition toward us and to say that I would be allowed to return with other proposals.

The misery of our poor persecuted people, however, has not lessened. On the contrary. Once again Spring will be the signal for a painful migration of our Rumanian Jews and others.

Under these conditions we have had to work at a practicable plan.

המעניק לי את כבוד רצונו הטוב, באתי לקושטא בפברואר ובסוף יולי 1902, כדי להידבר עם הממשלה הקיסרית בדבר פעולה פיננסית שיארגנו היהודים. הבסיס להסדר הזה היה אמור להיות זיכיון להתיישבות שיינתן להסתדרות הציונית שאני עומד בראשה.

לצערי הרב לא עלה בידנו להגיע להסכם. ואולם בשעת הפרֵדה הואיל הוד רוממותו הקיסרית להביע את רגשי חסדו ונתן בידי רשות לשוב עם הצעות אחרות.

בתוך כך לא פחתה המצוקה של אנשינו הנרדפים והאומללים. ההפך הוא הנכון. שוב תתחיל באביב הגירה מכאיבה של היהודים שלנו מרומניה. בנסיבות אלה נאלצנו לחפש פתרון בר־ביצוע. והלכה למעשה,
