„Einstweilen aber, Excellenz“, wäre

es vielleicht doch gut, wenn Sie

etwas mehr für Ihre in Russland

verbleibenden Juden thäten. Es

würde mir mein Friedenswerk

wesentlich erleichtern. Wenn Sie

beispielsweise das Ansiedlungsrecht

auf Kurland u. Riga ausdehnten,

oder wenn Sie im jetzigen An=

siedlungsrayon gestatteten, dass

Juden zum Betrieb des Ackerbaues

bis zu zehn (xx) Dessjatinen

(ungefähr (xx) 20 Morgen) Landes erwerben

dürfen.“

Er lehnte durchaus nicht ab, sondern

sagte:

„Die Sache mit Kurland u. Riga

ist mir nicht unsympathisch, hat

mich auch schon beschäftigt. Wir

haben durchaus nichts dagegen,

die Juden dorthin kommen zu

lassen, wo sie der Bevölkerung

wirthschaftlich nicht überlegen

sind. In den baltischen Provinzen,

“But in the meantime, Your Excellency, it might still be a good idea if you did a little more for those Jews of yours who are still in Russia. It would greatly facilitate my work of reconciliation if, for example, you extended the right of settlement to Courland and Riga, or if within the present Pale of Settlement you permitted the Jews to acquire up to ten dessiatines (about 20 Morgen) for agricultural purposes."

He by no means rejected this, but said:

“I don’t dislike that suggestion about Courland and Riga; in fact, I have already given it some thought. We have absolutely no objections to admitting Jews to such places where they do not outclass the local population economically. Therefore we might be more likely to admit them to the Baltic provinces, where they would be dealing with Germans, Latvians, etc.

"ואולם בינתיים, הוד מעלתך, היית אולי בכל זאת מיטיב לעשות אילו פעלת קצת יותר לטובת היהודים שלך הנשארים ברוסיה. היית מקל כך מאוד את פועלי במלאכת השלום שלי. אילו, למשל, הרחבת את זכות ההתיישבות ומחיל אותה על ריגה ועל קוּרלאנד, או אילו התרת שבתחום המושב העכשווי יורשו יהודים לרכוש עד עשרה דֶסיאטין אדמה כל אחד (כ־20 מורגֶן) לשם עיסוק בחקלאות".

הוא לא דחה זאת כלל, אלא אמר:

"העניין בנוגע לקוּרלאנד וריגה לא רע בעיני, ואף העסיק אותי בעבר. אין אנו מתנגדים כלל שיהודים ילכו לשם, למקום שאין הם עולים מבחינה כלכלית על האוכלוסייה המקומית. על כן אולי יקל עלינו לתת להם להיכנס לפרובינציות הבאלטיות, שימצאו שם גרמנים, לֶטים וכו׳.
