Vous êtes en- gagé de la voir tout de suite et de lui rappeler que — comme la divulgation de l’affaire pourrait être nuisible au  gouvt Imp. —  pour cette affaire le secret le plus  absolu est réclamé. S’il est sûr qu’il  peut obtenir une combinaison concernant  l’unification de la dette plus avanta- geuse pour le gouvt Imp. que celle proposée par Mr Rouvier — comme en continuant  une correspondance on aurait perdu du temps et que le but ne serait pas Entendu (xx) comme il le  faut — et sous la condition que (xx) ces communications n’entrainent aucun engagement pour le gouvt, s’il était sûr qu’il pourrait s’entendre avec une des banques israélites et sans faire com = prendre le but de son voyage à Cosple vous l'’inviterez à se rendre à la capitale.  Vous êtes invité à lui dire que dans  le cas ou il rendrait des services pour  l’augmentation des avantages pour le Ministère  des finances et que les efforts déployés (xx) par lui provoqueraient la satisfaction Impériale  - vous lui direz que en conformité au système ancien du gouvt Imp. concernant le bien de ses sujets, il est évident que S M le S. donnera aux Israélites aussi des   

Oral communication from Costaki Anthopulos Pasha on July 9 in London:

 

H.M. the S. says that Dr. H. has expressed the desire to render loyal and faithful services in regard to the consolidation of the debt. You are instructed to see him at once and to remind him— since divulging the matter could be harmful to the Imp. govt.— that in this affair the most absolute discretion is required. If he is sure that he can make arrangements for the consolidation of the debt that are more advantageous to the Imp. govt, than those proposed by M. Rouvier—since in continuing a correspondence time would have been lost and the aim would not have been understood the way it needs to be—and on the condition that these communications would not involve any obligations to the govt., if he were sure that he could come to an understanding with one of the Israelite banks, and without revealing the purpose of his trip to Constantinopl, you are instructed to tell him that if he rendered services to increase the benefits to the Ministry of Finance and that the efforts made by him met with Imperial satisfaction—you will tell him that in accordance with the Imp. govt.'s old tradition concerning the good of its subjects, it is obvious that H.M. the S. will also give the Israelites proofs of sympathy and protection. By Imp. orders you are instructed to communicate the preceding to Dr. H., and we await your reply as soon as possible.

הוד רוממותו הסולטאן אומר שהד״ר הרצל הביע את רצונו, ככל שהדבר נוגע לאיחוד החוב הציבורי, להגיש שירותים לויאליים ואמינים.

עליך לבוא אתו בדברים במהרה ולהזכיר לו שדרושה סודיות מוחלטת בעִסקה הזאת, באשר פרסום העניין עלול להזיק לממשלה הקיסרית. אם הוא סמוך ובטוח שיש בידו להשיג בעניין חוב המדינה הסדר שיהיה בו יתרון על זה שהציע מר רוביה, והיות שהיינו מאבדים זמן בהתכתבות נוספת שכוונותיה לא יהיו מובנות כהלכה, ובתנאי שהדבר לא יביא לידי שום התחייבות מצד הממשלה הקיסרית, אם יגיע [הד״ר הרצל] לידי הבנה עם אחד הבנקים היהודיים בלא שזה ינחש מה מטרת נסיעתו לקושטא – אז [בתנאים אלה] תזמין אותו לבוא אל עיר הבירה. עליך לומר לו שאם יספק שירותים שירבו את היתרונות של משרד האוצר ואם המאמצים שיעשה ישביעו את רצון הוד רוממותו הקיסרית, אז תאמר לו אפוא, שברור שהוד רוממותו הסולטאן יוכיח את אהדתו ואת הגנתו ליהודים, וזאת על בסיס המשטר הקיסרי המסורתי ביחס לרווחת נתיניו. על־פי צו קיסרי הנך מתבקש להודיע לד"ר הרצל את כל הנאמר למעלה ואנו מצפים לתשובתך המהירה.
