After mature deliberation I believe I have found an expedient.

According to the official report drawn up at Yildiz Kiosk on February 18th between Their Excellencies Ibrahim Bey and Izzet Bey and myself, Y.I.M. wishes to permit the immigration of Jews into his provinces of Asia Minor and Mesopotamia, not on a mass basis, but in small groups. I must say in all sincerity that I do not believe this concession—magnanimous though it may be— sufficient for the creation of that great movement in the entire Israelite world which is necessary to take care of all the financial needs of the Empire. But one could always try and see what the results would be.

על־פי הפרוטוקול שרשמו ב־18 בפברואר [1902] ביילדיז־קיוסק הוד מעלותיהם איבּרָהים בֵּיי ואיזֶט בֵּיי ואני בעצמי, הוד רוממותו הקיסרית מוכן לאפשר הגירה של היהודים אל מחוזותיו באסיה הקטנה ובארם־נהריים, לא בהמונים כי אם בקבוצות קטנות. עלי לומר בכנות שהיתר כזה, נדיב ככל שיהיה, אין בו כדי לחולל ברחבי העולם היהודי את התנועה הגדולה הנחוצה כדי להביא מרפא לכל הבעיות הפיננסיות של האימפריה. אבל תמיד אפשר לנסות ולראות כיצד הדבר ישפיע.
