פתרון שאלת־היהודים הלוא הוא עניינה של מדיניות הפנים ומדיניות החוץ כאחת. בפנים יוסר כך קושי חבוי אך החוזר ומתפרץ תמיד, ושום אינטרס חיצוני של המונרכיה לא יינזק בשל כך בשום צורה. התיישבות של המוני יהודים בפלשתינה פירושה רק עידוד והרחבה של קשרי המסחר של המונרכיה שם, שלפי שעה הם חסרי משמעות. השאלה היחידה, הלא־גשמית, שעשויה להטריד מעצמה נוצרית כלשהי, היא שאלת המקומות הקדושים. פתרונה נמצא באקסטריטוריאליזציה של כל המקומות הקדושים: הם יהיו res sacrae extra commercium gentium (מקומות קדושים שאינם נתונים למשא ומתן בין האומות).
