Letter to Tittoni

Your Excellency:

In the course of the audience which you did me the honor of granting me in Rome you invited me to formulate the Zionists' request. I therefore permit myself to submit the following observations to Y.E.

The Zionist movement, represented by annual congresses attended by delegates from all countries, has as its aim the creation of a legally assured homeland for the Jewish people.

As chairman of the Actions Committee I have established contact with all governments interested in this question. I have tried most of all to establish a relationship with the Ottoman govt. H.I.M. the Sultan has received me in private audience and has invited me on various occasions to return to Constantinople. I did not fail to go there, but negotiations have not made noticeable progress.

הוד מעלתך,

במהלך השיחה שהואלת לכבדני בה ברומא, הצעת לי לנסח את דרישת הציונים. אני מרשה אפוא לעצמי להגיש להוד מעלתך את ההערות האלה.

התנועה הציונית, המיוצגת על־ידי הקונגרסים השנתיים של צירים מכל הארצות, מטרתה ליצור בארץ־ישראל את בית המולדת לעם היהודי, שיהיה מובטח על־פי המשפט.

בתור נשיא הוועד־הפועל באתי בדברים, ראשית לכול, עם הממשלות המועניינות בשאלה הזאת. לפני הכול, ניסיתי להקים קשר עם הממשלה העות׳מאנית. הוד רוממותו הקיסרית הסולטאן קיבל אותי לריאיון פרטי והזמין אותי בכמה הזדמנויות לשוב ולבוא לקושטא. ואכן טרחתי ונסעתי לשם, אבל המשא ומתן לא התקדם התקדמות של ממש.
