servir comme cautionnement à

des propositions sérieuses.

Mais aussitôt que j’avais

Bey à Vienne, j’ai reçu l’ordre

de retirer ces dépôts. Mes

amis ont été légèrement

froissés par cet incident.

convaincre maintenant et ils

sont en principe prêts à

question proposée. Mais quant à donner

jusqu’à demain matin tous les

détails nécessaires, c’est chose

impossible. Une affaire de

Mr. Herzl tells me:

Despite the incident of the deposit which took place last Spring I have succeeded in making my friends favorably inclined. I permit myself to recall the facts. Following my return from Constantinople and upon semi-official advice, I had a deposit of 3 million francs made in three banks in Paris, London, and Berlin, to serve as security for important proposals. But as soon as I had produced these letters of credit before H. Exc. Mahmud Nedim Bey at Vienna, I received orders to withdraw these deposits. My friends were mildly offended by this incident. Nevertheless, I have been able to convince them now, and they are ready in principle to go into the proposed question. However, as for giving all the necessary details by tomorrow morning, that is an impossibility. A matter of this importance cannot be slapped together in a few hours.

I permit myself to observe that on Wednesday the 9th of July H. Exc. Costaki Anthopoulos Pasha again communicated to me the Imperial order to leave for Constantinople without informing anybody of the reason for my departure. I was going to leave on Saturday. Only on Friday the 11th of July did I receive Imperial orders not to leave and to sound out my friends.

Under these conditions it is impossible properly to carry out an operation for which M. Rouvier had more months than I have days.

H.Imp.M. will recognize my devotion just the same.

I have now given all the necessary instructions to my friends. On Wednesday I shall leave for Alt-Aussee, Austria. H. Exc. Mahmud Nedim can easily send me H.Imp.M.’s orders, either by an embassy employee or by my confidential representative in Vienna whom H.Exc. knows. I could, moreover, continue negotiations with my London friends by coded telegram.

בתשובה – רשמתי אצל השגריר [בצרפתית, על עמוד פוליו, מחולק לשני טורים, מקופל ומודבק בהמשך] את הדברים האלה וקראתי אותם לפניו.

מר הרצל אמר לי:

עלה בידי להביא את ידידַי לנקוט עמדה חיובית על אף התקרית בעניין ההפקדה באביב האחרון. אני מרשה לעצמי להזכיר את העובדות. אחרי שובי מקושטא הפקדתי, על־פי עצה רשמית למחצה, שלושה מיליון פרנקים בשלושה בנקים, בפאריס, בלונדון ובברלין, לשם ערבות בשביל הצעות רציניות. והנה מיד לאחר שהבאתי את מכתבי האשראי האלה להוד מעלתו מַחמוּד נֶדים בֵּיי בווינה, קיבלתי הוראה למשוך בחזרה את ההפקדות הללו. ידידַי נעלבו קצת מן התקרית הזאת. אף־על־פי־כן הצלחתי לשכנע אותם עכשיו, ובעיקרון הם מוכנים להיכנס לעניין המוצע; ואולם באשר למתן הפרטים הדרושים עד מחר בבוקר – הדבר בלתי־אפשרי. עניין שחשיבותו גדולה כל־כך אי־אפשר להיחפז ולעשותו בכמה שעות.

אני מרשה לעצמי להעיר שעוד ביום ד׳ 9 ביולי מסר לי הוד מעלתו קוֹסטאקי אַנתוֹפּוּלוֹס פֶּחָה את ההוראה הקיסרית שעלי לנסוע לקושטא בלי שאודיע לאיש מה סיבת נסיעתי. רציתי לנסוע בשבת. רק ביום ו׳ 11 ביולי קיבלתי את ההוראה הקיסרית שלא לנסוע ולבוא בדברים עם ידידַי.

בנסיבות אלה אי־אפשר לסכם מִבצע שבעבורו עמדו לרשותו של מר רוּביֶה חודשים רבים יותר מהימים שעמדו לרשותי. אף־על־פי כן יכיר הוד רוממותו הקיסרית במסירותי. מסרתי עכשיו לידידַי את כל ההוראות הדרושות. אני נוסע ביום ד׳ לאַלט-אַוּסזֵה באוסטריה. הוד מעלתו מַחמוּד נֶדים יוכל בנקל לשלוח לשם את הוראות הוד רוממותו הקיסרית, אם על־ידי פקיד השגרירות ואם על־ידי איש־אמוני בווינה, שהוד מעלתו מכיר אותו. ואילו אני מצדי אוכל להמשיך את המשא ומתן עם ידידַי בלונדון באמצעות טלגרמות בצופן.

מרוטשילד הגיע אמש מכתב שבכל זאת יש בו עניין. לעשות את הדבר בממדים גדולים – לכך יחסר הכסף.
