Your Excellency:

In the letter which you did me the honor of addressing to me under the date of Oct. 5/18 you ask me for information about the attitude of the Russian Zionists at the last Congress at Basel.

To my knowledge—and I say this on my word as an honorable man—not one of the Russian delegates to the Congress neglected his moral and legal duties as a Russian citizen.

פתחתי לפניכם את האפשרות להשתתף בעניין, בלי להתנות כל תנאי שיש בו כדי לסתור עיקרון כלשהו שלפיו פעלתם עד עתה. אתה רוצה להטיל עלינו תנאי כזה. משמע, אתה דוחה את העניין.

במכתב מ־5/18 באוקטובר שכיבדת אותי בו, אתה מבקש ממני מידע על עמדתם של הציונים הרוסים בקונגרס האחרון בבאזל.

ככל הידוע לי, אף לא אחד מן הצירים הרוסים בקונגרס – ואני אומר זאת בהן־צדקי כאדם ישר – לא מעל בחובותיו המוסריות והמשפטיות בתור אזרח רוסי.
