Bülows Tendenz bei diesem Einwurf war

übrigens unverkennbar. Er wollte dem Kaiser

andeuten, dass keine Macht hinter mir stehe.

Bülow sagte Alles dagegen, mit Ausnahme des

Wörtchens Nein, das er offenbar nicht wagt,

weil die voluntas Regis Ja ist. Bülow

sagt: „Ja, ja!“ „Ja, aber!“ Ja, wenn nur!..“

Lauter maskirte Nein.

Ich fühlte aber meine Argumentation er=

starken, da der Kaiser sichtlich mit Nicken

u. Blicken mich unterstützte.

Bald kam ich auf die Gunst des gegen=

wärtigen Augenblicks, das innerlich geschwächte

Frankreich.

Da übernahm der Kaiser mit Verve das

Gespräch. (xx)

„Ich habe heute in der Neuen Freien Presse

von dem geplanten Staatsstreich gelesen. Sie

kennen ja die Verhältnisse. Was halten Sie

von den Aussichten des Prinzen Napoleon?“

„Majestät, ich glaube, er hat keine

Chancen. Das Land kennt ihn nicht.“

As a man of letters, I regret having to say this.”

Bülow’s point in raising this objection was, by the way, unmistakable. He wanted to indicate to the Kaiser that I had no power behind me. Bülow said everything in opposition, with the exception of the little word No, which he obviously does not dare to say, since the voluntas régis [royal will] is Yes. Bülow says, “Well, yes . . . ,” “Yes, but . . . ,” “Yes, if only. . . .” All masked No’s.

However, I felt my argument strengthened as the Kaiser visibly supported me with nods and glances.

Presently I came to the favorable feature of the moment, the internal weakness of France.

At this point the Kaiser took over with verve.

“I read in the Neue Freie Presse today about the projected coup d'état. You know the conditions.

What do you think of Prince Napoleon’s chances?”

“Your Majesty, I believe he has none. The country does not know him.”

כוונתו של בּילוֹב בהתערבות הזאת לא השתמעה לשתי פנים. הוא רצה לרמוז לקיסר שאין שום כוח מאחורי.

בּילוֹב אמר את כל הדברים נגד, מלבד התיבה "לא", שאותה כמובן איננו מעז לומר, כי voluntas Regis (הרצון המלכותי) הוא "כן". בּילוֹב אומר: "כן, כן!", "כן, אבל!" "כן, אבל אילו!..." כל מיני "לא" מוסווים.

ואולם אני הרגשתי שנימוקַי גוברים והולכים, כי הקיסר בהנהוניו ובמבטיו תמך בי בעליל. עד מהרה הגעתי לדבר על שעת־הכושר של עכשיו, על צרפת המותשת מבפנים.

כאן נטל לידיו הקיסר בלהט את מושכות השיחה.

״היום קראתי ב־Neue Freie Presse על ההפיכה שתוכננה. אתה הרי מכיר את התנאים. מה דעתך על סיכוייו של הנסיך נפוליאון?" "הוד רוממותו, אני חושב שאין לו סיכוי. הארץ איננה מכירה אותו".
