Ces difficultés n’existent plus, comme vous en aurez sous peu la confirmation officielle, si

Permit me to ask you the news about my most respectful proposal addressed on February 16, 1903 to your August Master and to His Highness the Grand Vizier.

I thought I understood that considerations of foreign policy, particularly with regard to Russia, had prevented the Imp. Govt. from taking up the question. For this reason I have striven, with the help of friends that I have in every country, to dispel these difficulties. That has been done. These difficulties no longer exist, and you will shortly have official confirmation of this,

אעמיד לרשותך עשרת אלפים לירות. מוכן אני לשוות להבטחתי זאת צורה משפטית, באופן שתואיל להורות לי עליו, למשל [להפקידן] על שם בנך או על שם מי שלא יהיה.

הרשה נא לי לבקש ממך שתודיע לי מה החדשות בעניין ההצעה שלי שנשלחה ברוב כבוד ב־16 בפברואר 1903 אל שליטך הדגול ואל הוד מעלתו הוואזיר הגדול.

דומה היה לי שאני מבין שהשיקולים של מדיניות החוץ, בייחוד ביחס לרוסיה, הרתיעו את הממשלה הקיסרית מלהיכנס לעניין. משום כך התאמצתי, בעזרת ידידים שיש לי בכל הארצות, לסלק את הקשיים האלה. ואכן, הדבר נעשה. הקשיים האלה שוב אינם קיימים עוד, ותקבל אישור רשמי על כך, אם לא קיבלת אותו עד עכשיו.
