מן הדוח שלך לא ברור שהד"ר הרצל הגיע לידי הבנה עם הבנקים ושהכין תשתית כלשהי. היות שהממשלה עומדת לקבל החלטה בעניין איחוד החוב הממלכתי באשר להנפקה של איגרות חוב על סך 32 מיליונים, אין הממשלה כמובן משנה את החלטתה כל עוד לא יובטח לה הסדר עדיף. במקרה זה אין כל טעם לבואו של הד״ר הרצל לקושטא. בגלל אותה סיבה אמרו לו לחזור מפאריס(?)
