(xx) Car je dois avouer en toute sincérité que je ne me fait pas trop d’illusions sur l’effet réel de l’intervention dans cette forme, connaissant les mœurs et coutumes de  gouvernement

Your Excellency:

The letter which you did me the honor of addressing to me under the date of November 23/December 6 has arrived. I have first of all to express my deep gratitude for the action in favor of Zionism at Constantinople and also for the trust with which you write me. It is of course understood that I shall not make that letter public without authorization. But then, how will it be known that this action has been taken? For I must confess in all sincerity that I have few illusions about the actual effect of intervention in that form, being familiar with the ways and customs of

הוד מעלתך,

קיבלתי את המכתב מ־23 בנובמבר / 6 בדצמבר שהואלת לכבדני בו. ראשית לכול אני מבקש להביע את תודתי העמוקה על הצעדים בקושטא למען הציונות וכן על האמון שאתה מביע בי במכתבך. מובן מאליו שלא אתן פומבי למכתב הזה בלי קבלת רשות. ואולם כיצד ייוודע [בעתיד] שהצעדים האלה אכן נעשו? הרי בהכירי את האורחות ואת המנהגים של הדיפלומטיה הטורקית הממולחת כל־כך עלי להודות במלוא הכנות שאינני משלה את עצמי יותר מדי בדבר התוצאה המוחשית של ההתערבות בצורתה זו.
